On July 19 and 20, Kentucky State Police Morehead, with the assistance of KSP Post 9 in Pikeville, West Liberty Police Department, and community tips, arrested four men in connection with the theft of over $50,000 in copper wiring and other miscellaneous items from the Hinkle hot mix plant in West Liberty. Kenneth Mullins, 47, and Ricky Salyer, 44, both of Salyersville, were arrested and charged with Criminal Mischief, Burglary, and Theft by Unlawful taking under $10,000. Frank Seagraves, 39, of Olive Hill, and Richie Gilliam, 19, of West Liberty, were charged with Theft by Unlawful Taking over $10,000. They have been lodged in the Big Sandy Regional Detention Center in Johnson County.
