On Monday, October 2, a Floyd County man was arrested on charges of third degree rape. Clinton Thomas, 42, of Prestonsburg, allegedly had sex with a drug court participant while he was working with the drug court for Mountain Comprehensive Care, between January and August of 2017. In Kentucky, third degree rape is a class D felony. Thomas is currently lodged in the Big Sandy Regional Detention Center.
