On Tuesday, November 14, 2017, Floyd County Sheriff’s Deputies received information that an individual had made plans to bring drugs and other contraband to the Floyd County jail for inmates to retrieve. Around 8:45pm, deputies witnessed an individual walking toward the side of the jail and throw something inside the fenced area of the jail property, before running from the location. Jail officials were waiting inside the fenced area and immediately recovered the objects and identified several different drugs. After a lengthy foot chase, the individual, identified as Richard Mullins, 32, of Harold, was located hiding under a building located off of Court Street. Mullins was charged with promoting contraband, fleeing and evading police, resisting arrest, menacing and possession of controlled substance.
