Attorney General Andy Beshear and House lawmakers have filed legislation that creates a permanent substance abuse trust fund to battle addiction, bolster law enforcement efforts, and support drug abuse prevention efforts across the state. House Bill 219 creates the Kentucky Addiction Prevention, Enforcement, and Recovery Fund, which would include an oversight board to administer funds in an efficient manner to address immediate needs of law enforcement, treatment providers, and prevention educators. Beshear said the establishment of a trust fund ensure that any funds recovered from current and previous lawsuits would be used for their intended purpose and not diverted to other issues.
