On Saturday, February 24, 2018, around 3:30pm, the Paintsville Police Department received a call of a subject that was possible intoxicated and passed out inside his vehicle. Officers arrived on the scene and found the subject in a standing position, but laying in the driver seat of his vehicle with his hands beneath him. The subject was awoken by officers and advised to stand up, at which point officers observed drug paraphernalia and a large amount of cash in view. Officers were also advised of a female subject with the male, who had a container of what witnesses identified as “white powder.” During a search, one officer was poked by an uncapped needle and left the scene immediately for medical treatment. The subjects, Billy Hall and Stephanie Hall, were arrested and transported to Paul B. Hall Regional Medical Center for medical treatment before being lodged in the Big Sandy Regional Detention Center.
