On Wednesday, June 20, 2018, Franklin Circuit Court Judge Phillip Shepherd motioned to dismiss Senate Bill 151, the pension bill, in its entirety. The court found the bill unconstitutional and void because the General Assembly violated the Kentucky Constitution, specifically the three-readings requirement of section 46 and the majority-vote requirement. Attorney General Andy Beshear said the decision was a win for open, honest government. House democratic leader Rocky Adkins issued a statement following the ruling, saying the ruling is a victory in every sense of the word for the people of Kentucky, especially our teachers, public employees and retirees.
