Kentucky House Democratic Leader Rocky Adkins sent a letter to Kentucky Council on Postsecondary Education President Robert King on Thursday, June 28, 2018, unhappy with the performance-based funding formula. Adkins said this funding approach is fatally flawed and as morally wrong as it is fiscally irresponsible. The performance-based funding pool, consisting of a portion of the base budgets of Kentucky’s eight public postsecondary universities and the Kentucky Community and Technical College System, currently totals around $31 million. Schools that did not receiving awards from this pool include Morehead State and Kentucky State Universities, as well as KCTCS schools in Ashland, Prestonsburg, Hazard, Henderson, Madisonville, and Cumberland. Leader Adkins said we cannot and should not take money away from schools that need it to meet the needs of the students and regions they serve.
