Woman Arrested in Pulaski County on DUI and Criminal Abuse Charges

On Thursday, September 13, 2018, around 11:15pm, Pulaski County 911 received a report about a female possible passed out behind the wheel of a vehicle with a small child on Bourbon Road in the Somerset community of Pulaski County. Upon arrival, Kentucky State Police Post 11 Trooper Willie Cowan located 33-year-old Roxanna Williams in the vehicle and determined she was under the influence. The juvenile was located walking around outside the vehicle and social services were contacted. Williams was taken into custody. Upon further investigation, it was discovered she had left three of her other children at her residence alone. When investigating the residence, a four year old child was found with her ankles bound with zip ties and in poor health. The children were placed in protective custody and transported to the Lake Cumberland Regional Hospital for treatment of their injuries. Williams was charged with DUI, wanton endangerment, abandonment of a minor, and other charges. She was lodged in the Pulaski County Detention Center.
