On Monday, January 7, 2019, Lee County Virginia Sheriff’s Lieutenant Todd Jones was on routine patrol on State Route 606 in Keokee when he noticed a white Buick driving erratically and crossing over the center line. A traffic stop was conducted on the vehicle occupied by 40-year-old Tonya Devlin and 37-year-old Joshua Roberts. Roberts exited the vehicle and attempted to flee the scene but was detained by Deputy Chad Rouse and Major Jimmy Woodard. Roberts appeared to be under the influence and admitted to using methamphetamine earlier in the day. Devlin also admitted to smoking methamphetamine and was found in possession of suspected crystal meth and two syringes. Roberts was charged with DUI, driving on suspended license, and refusal of blood draw. Devlin was charged with possession of methamphetamine, possession of drug paraphernalia, and public intoxication.
