On Monday, January 14, 2019, Prestonsburg 911 received several calls of a late model Toyota passenger car going the wrong way on US 23 northbound near the Kentucky 114 interchange. Complaints advised the vehicle was going southbound, running motorists off the road. Prestonsburg Police Sergeant Ross Shurtleff was on patrol on Kentucky 80 and US 23 when he observed the vehicle exit onto Kentucky 80 westbound at a high rate of speed. Sergeant Shurtleff and Patrolman J. Calhoun conducted a traffic stop on the vehicle and determined the driver, identified as Goldie Spears of David, was under the influence. Spears was charged with DUI, reckless driving, and other moving violations. He was lodged in the Floyd County Detention Center.
