On Tuesday, January 15, 2019, around 10:58am, the Scioto County Sheriff’s Office and the Southern Ohio Drug Task Force arrested 41-year-old Jim Edwin Smith of Portsmouth, was arrested on three counts of grand theft auto, three counts of receiving stolen property, one count of trafficking in heroin, and one count of possession of heroin. The charge stemmed from investigations conducted by the sheriff’s office and the task force, which resulted in cases against Smith being presented to a Scioto County Grand Jury. During the investigation, two all terrain vehicles and a riding mower that had been reported stolen were recovered. Smith was lodged in the Scioto County Jail.
