At 3:33pm Monday, January 28, 2019, the Hazard Police Department was dispatched to a hit and run accident near Applebee’s on Ky HWY 15. A description of the vehicle that left the scene was given and located later at the Tobacco Store on Combs Road with front end damage. Officer Daniel Gross noticed the driver, identified as 30-year-old Janice Fields, was passed out behind the wheel with the engine still running. Deputy Chief James East arrived on scene and conducted a field sobriety test. A search of the vehicle was conducted where officers located a large amount of pill, marijuana, and drug paraphernalia. Fields was arrested and transported to ARH to obtain consent for a blood test. She was charged with possession of controlled substance, trafficking marijuana, and driving under the influence.
